Expelling the air quicker does not decrease the lag. In fact it can increase it. When I first installed my BOV's, I had them set to open too early, and my car lacked power after each shift. So I tightened them up so they would not open so early, and then my power was back. If you had them totally closed off, you'd probably get the best response after each shift because that excess pressure is still there instead of having been bled off. But infortunately, having that excess pressure waiting there is bad for the turbos, so BOV's or recircs can increase the life of the turbo.
